GARDNER — City Council voted 0-10 to reject a winter parking ban ordinance after councillors raised equity concerns. Councillor Craig Cormier, who moved the measure, said inadequate time remained for proper implementation. Councillor Judy Mack cited impacts on renters without off-street parking; Councillor David Thibault-Muñoz noted disproportionate effects on low-income and disabled residents; and Councillor Elizabeth Kazinskas reported constituent opposition.
The Council separately approved three financial governance ordinances on a 10-0 vote, requiring monthly expenditure reports to the City Auditor, establishing a regular schedule for reviewing water and sewer rates, and transferring remaining funds from a completed Department of Public Works project to the stabilization account.
