Gardner Board of Assessors exempts residential solar systems for 20 years. The board voted unanimously to approve the exemption under Massachusetts General Law Chapter 59, Section 5, Clause 45, with two of three members present; the 20-year exemption applies to rooftop residential solar systems not exceeding 125 percent of a property's annual electricity needs. City Assessor Christine Kumar explained that residential solar has never been formally assessed or taxed by Gardner, but abatement applications from leasing companies prompted the state to recommend formal exemption classification.
