Gardner Planning Board Backs Removal of ADU Family-Occupancy Restriction

GARDNER — November 25, 2025 — Gardner Planning Board unanimously recommends approval of a proposed amendment loosening who may occupy accessory dwelling units. At a special meeting November 25, the three-member board voted to send a favorable referral back to the City Council on an amendment to Chapter 675 of the city's zoning ordinance, introduced by City Councilor Heglin. The change would strike language limiting ADU occupancy to family members, replacing it with open occupancy available to any person — friends, veterans, or any tenant — while preserving the existing prohibition on selling ADUs separately from the primary home. A city staff member identified as Jason presented the amendment; board members raised no objections before approving the referral on a unanimous voice vote.
